What am i doing wrong with Farmall H carb!!!!

I just replaced the rings and had a valve job done on my H. The carb has always been a problem even after being rebuilt 3 times. I got it running but the carb just runs gas out of it. I realize it is a float problem and after the last rebuild it is almost touching the top of the throttle body.The TISCO kit I used said use a
1-27/32 distance from the throttle body to the bottom of the float. I hace tried a 1/4" distance to the top of the float , same problem,what am I doing wrong? I have cleaned and blown out the whole carb.It has a round float and my ihc book shows a square one.
