Free spinning and spinning with a load are 2 different things. My SA starter was dragging butt really bad so I took it apart and cleaned the armature, installed new brushes from NAPA, greased/lub where needed and now it spins at about a billion rpm on 12V. Mabye you can do the same to yours and see if it helps.
