The ball bearing on the end of the worm shaft is to take the thrust of the worm gear. The steering shaft should not move back and forth when you turn the steering wheel. It should be held by the bearing. The big plug in the steering gear clamps the outer race of the bearing against the housing. The inner race of the bearing is held tight to the worm shaft by a castle nut and a cotter pin to keep the nut from turning. The nut holds the the inner race of the bearing against a shoulder on the worm shaft. Sometimes you have to put a shim washer on the outer race to get the big plug to clamp it against the housing. If you have to do that, make sure the shim washer only contacts the outer race and no other parts of the bearing.
