Magneto timing on H

I was attempting to time mag on my friend's H using a timing light. Tractor starts and runs, but doesn't seem to have full power. Timing light flashed about 1 inch off of timing marks on pulley. I attempted to turn mag but it was already advanced as far as it would go.(Up against block.) Turning it the other direction -away from block--redarded timing even more. How do I make adjustment on mag to have enough movement to advance it further? Do I have to remove and re-install mag?
