That is not right. You need the linkage to work right first. Are you feeling any pressure against the pedal as you press it down? If not, then follow the linkage all the way into the bellhousing and see where it is either disconected or broken or out of adjustment. If so, but it wasn't returning all the way back to the tranny deck (only comes two/thirds back), I would guess just a broken return spring. If so, and the pedal returns all the way I would guess a stuck clutch plate like suggested above. If you feel pressure (or more likely restriction) both ways (down and up), then check for a rusted pivot point on one of the shafts. I hope some of this helps, Stan(VA).
