Farmall H distributor problem

I was puttin' up my newly overhauled H when it quit running. I removed the distributor cap and turned the motor over and noticed the rotor was not turning.I thought the gears were stipped, so I pulled the distributor and the gear housing. The gears looked fine so I reassembled it. I removed the no 1 spark plug,felt compression and lined the first mark on the pulley with the pointer. I installed the distributor with the rotor pointing to the no. 1 plug on the cap and when I tried to start it I had to turn the distibutor way cc to just get it to backfire and not run. What is wrong? Does the drive gear have to fit in the keyed slot a certain way or what?
