Farmall H Govenor

I have read all I can find on the situation to no avail. My govenor was leaking so I removed it to clean and reseal. When I put it back on, it goes to full power at start up. (like she's getting ready to blow) I have the "notch in the slot" so that is not what I'm looking for. I even took the cover off my M to make sure it looked the same, it does...and the M runs great. I have taken this thing off and on about 10 times...nothing gets better....it ran great before the cleaning...it was just kerosene....please help! PS when I hold the rock shaft (accessed through the breather cover) down it idols smooth, but when I let it go, it moves on up and the rpms go through the roof.
