I have heard of people successfully using inline filters, and I have also heard of them not providing enough fuel flow. The best setup is a clean tank and a sediment bowl. Your carb probably needs to be soaked in carb cleaner, and at a minimum, a new needle and seat, plus gaskets. I think Case-IH makes you order individual parts as opposed to a kit -- at least they did with my 460. Perhaps other suppliers have a kit. The correct adjustment for the needle for the main jet on your carb is 5 turns off the seat, if it is like my Super H and 460. It can be turned in for better fuel economy, but if you adjust it so it just runs smooth as you do on the H, M, etc, it will do as you have described.
