If you are lucky the problem is simply a worn out bendix/pinion gear assembly on the starter. A new bendix will run about $40 or so. However it could also be worn teeth on the flywheel ring gear which will require splitting the tractor to repair.

Suggest removing the starter to inspect both the bendix and the flywheel ring gear teeth.

Regarding the generator it sounds like the bearings are worn out. Suggest taking it to your local starter/alternator shop. They should be able to make it good as new at less cost than converting to an alternator. And take your starter along when you go - they can quickly verify the problem with that too!
