Because that's the way IH did it. They had to start somewhere. They probably wanted to "test the water" first. The 300 and 400 are derivatives of the SH and SM. However fast hitch apparantly had a long lead time, as the C rear housing was drilled for it and can accept fast hitch. The housings for the H and M were not, although the housing on the SMTA was. So it was phased in on the Super C, and was probably planned for the SMTA and the SHTA (which was never produced), it showed up on the 300 and 400, which replaced the SMTA and SH.
