I'm assuming that the governor pinion was removed? This is the part with the helical gear and flyweights on it. If so you need to first find top dead center on number one piston as previuosly stated for timing the magneto and then match the two timing marks on the cam gear teeth with the single timing mark on the pinion gear tooth. Then install the magneto. If you can't find the two marked teeth on the cam gear you are probably not at TDC on #1
