I just ran into this myself a few weeks back. The shaft is keyed and I believe slightly tapered. The remaining part of the steering wheel on the shaft is kinda pressed on when you tighten the nut on the shaft. I had to use a 3 jaw puller and LOTS of heat to get it to budge. Heat the steering wheel hub and dip the threaded part of the shaft in water, but not the hub. If you cant dip it in water spray it with WD40 or some penetrating oil. This will allow the hub to expand and the shaft to contract. Try that a couple times then put a puller on it. Good luck.
