That’s a Charlynn PS unit. They work well and are pretty much bulletproof. That “sleeve” on the output shaft is a slip joint coupling. It isolates the steering motor from axial movement the lower steering shaft and also permits a bit of misalignment between the output and lower steering shafts. There should be dual concentric roll pins securing the coupling to the motor and to the lowersteering shaft. And as Boydg suggests it’s a good idea to put a safety wire thru the roll pin to keep it in place. (I’ve had the roll pin work it’s way out of the coupling with the resulting sudden loss of steering.). Also there should be a "boot" (a piece of flex hose packed with grease) installed over the slip joint to keep it lubricated.
