Farmall A not charging?

My "A" is not starting via the starter, the starter will ingauge the ringgear but only turn it a 1/8 of turn and stop. When it is running wide open it shows a 20 amp charge, yet if you shut it off for 10 mins. and come back it still will not start. the battery is only about 5 months old and its a deep cycle. What might the problem be??
