2 Point Prolbem

I bought a 460 Farmall with all the lift linkage missing that goes back to the lift clyinder Put it al on new When you work the lift lever the 2 point will go up but wont go down unless you shutt the motor off But if you take the linkage off the arm that comes out of the valve That goes back to clyinder it will go up and down and the arm will turn around but you dont have any down pressure and lift will not stay in one place and just keep going up and down If you switch hose around it will go up not down any ideas? Dose the valve have to be timed? Is the little arm that comes out of the valve suppose to go around and around or stop part way?
