The 1941 I-4 I have sitting in my shop has the pedals mounted exactly the same as the 1946 H sitting next to it. The clutch and brake pedals mount to a common shaft which runs all the through the tractor. There is a threaded hole on both sides of the tractor, which is about 6 inches or so in front of the shaft the pedals are on, but that is for mounting attachments.
