Pull the plug on the carburetor and see how much fuel runs out. Drain at least a quart to half gallon to see if you are getting plugging in the fuel line. If it slows WAY down, it is plugged somewhere. Work your way back to the gas tank, draining from each connection as you go. Lastly take the sediment bowl off and see if it drains from the open hole. I've had them with trash floating around in the fuel tank. It would float when the tractor was off, but soon plug the opening when running. Had one that the packing in the sediment bowl valve came off and almost plugged the flow. Carburetor and fuel line would fill while sitting off and it would start and run good until it ran out of fuel. Would only drive on full choke. You also could have a plugged gas cap. Run the tractor with the cap off (not too full) to see if it makes a difference.
