Best Rusted Nut Penetrant/Loosener?

I bought a 1959 140 and am fixing little things on the tractor
and implements. Every dadgummed bolt/nut so far has had to
be cut off with a Dremel. This afternoon I bought a spray can of
Castle Thrust penetrant from the Case IH parts counter. The old
timer behind the counter said he uses it all the time. I tried it
and while it appears to work like most penetrants, I still had to
cut off more nuts. Any suggestions as to penetrants/looseners?
