1066 3pt

Just bought a 1066 a few weeks ago. It is missing some of the 3pt parts, but I would like to make it useable again. It wont go up and down like it should with the lever. If you put the lever in the down position, turn the tractor off the lift arms will go down. After starting the tractor they will stay down, and then go up after pulling the lever to the up position. After that they wont go back down until they settle after the tractor being off. Anyone have any suggestions on what might be wrong? Thanks in advance.
