IH 464 gas, rough runner at low RPM

I have a 1974 IH 464 gas that runs rough at Idle and low RPM.It runs fine under a load and at higher RPMs.I have installed new plugs,wires,distributor cap and rotor. I have also cleaned the carb and installed a new air filter. I did not put any new parts in the carb.I was told that it could be a burned valve but I want to make sure it is not a carb. issue before going any further. Any suggestions, Thanks in advance.
