How to fix power steering

I have a 1976 International 1046 4X4 (D-358 engine)with a Danfoss steering pump. On starting up the tractor no steering is present - steering wheel can be continually revolved with no movement of the road wheels. After some time say 15 minutes some erratic movement of the road wheels may take place along with some binding at the steering wheel. Once finally operational this can result in the front wheels starting to oscilate while travelling straight and or a total loss of steering (very dangerous and never done now that the problem has occured on the road once). I have checked the hydraulic ram at the front axle which appears fine as does the main hydraulic and piggy back power steering pump. Could it be the steering orbital (type OS PB 100)? What should I look out for? Could it be something else? Any suggestions would be useful as the tractor is currently out of action.
