I think in this case just leave it alone. The 70 lbs.ft. spec is because of the size and strength of the bolts. The 70 pound figure is what the SAE boys have determined that the bolts will stand before stretching or breaking, and these figures are always on the conservative side. In other words, the bolts are torqued until they fail, which is always way beyond what will be experienced in real life. Even at 90 pounds you should still be well within the safety margin.
