I have a Westendorf WL-42 on a 966. The man is correct that they offered two different cylinders and since it came off a JD tractor, it is probably equipped with the high pressure ones. It seems to me that when I ordered mine, the only difference was the diameter of the piston in the cylinder, in which case I doubt that the cylinders are your problem, especially since I remember them not going up, but would go down before (could be wrong here). I would try removing all couplers (tractor too) and plumb the loader directly using pipe fittings and see if that takes care of the problem and go from there. Please post back with results.
