The mag should come off first. Then slowly crank the motor until you see a cam gear tooth with two punch marks. The cam gear should have one tooth that has a single mark (for aligning with crankshaft) and a double mark for aligning with the governor/distributor gear. Once the governor/distributor gear is in place, the mag can then be timed. Hope that helps
