Yes there are marks on the gears, just line up the punch marks. You shouldn't need to remove the timing gear cover, though, just for the governor. It also drives the mag, though, so you also have to line up the drive dog of the mag when you put it back. Might be easier to remove the mag, put the governor back together, then reinstall the mag. Make a scratch mark where the mag meets the block before you remove the mag and it should be in time when you put it back.
