706 glow plugs not working

Need help with a 706 glow plug problem. When I push the glow plug button the needle on the gauge only goes over about 3/4 of the way to the right. I've tested the batt. with a load tester so I know they are good. Also checked the batt. connections. I'm getting power to the plugs. So what I need to know is do I have a problem with the plugs, or with the resistor by the gauge?
