You have enough suggestions here to keep you busy until spring. But if the plugs are fouling you have too much gas during operation. Try a hotter plug, and thinning your mixture. Both those may help starting.But DO DO DO drain the pan. Gas/oil/hot engine, in a confined space can send you and the tractor in opposite directions.
