gas in oil, plugs fouling farmall H

Hi, I have a farmall H and gas is getting in the oil.The spark plugs have to be cleaned weekly, especially #3 . I have had the Carb rebuilt 3 times and nothing seems to help. I turn off the fuel at the tank when I stop the tractor , so is it possible for gas to get into the oil while running? Thanks for any help.
