Dave, Use them as they are. They are a bit shorter, dont alter the hook loops, they will stretch far enough to reach the pins. The will hold it in the relaxed position until centrifugal force causes movement. Usually, the advance is needed when the engine accelerates, to aide acceleration, start the flame front in the cyl a bit early, reduces the possibilty of the engine preigniting and causing a backfire. 9 out of 10 Delco, and IH distributors that come in the repair shop, they advance mechanisms are failing, from years of service (worn) or dirty and rusty they will stick, or the springs will break. To test the advance, remove the distributor cap, grab the rotor, and gently twist the rotor and let go kinda quick, see if the rotor will snap back all the way back to the relaxed position, if it stops midway, you should have a closer look.
