Your idea can work and I have seen it done. The pump will turn fast enough from the fan pulley. But you need to be mindful of belt wrap for both the driver and pump pulleys! If the wrap on either pulley is less than about 180 degrees you’re gonna to experience belt slippage (and loss of power assist) when it is needed most. In other words if you go with a 3 pulley setup - single belt driven by sheave on the water pump driving both the generator and steering pump - the belt will be prone to slip at the water pump whenever the steering pump is loaded. (A buddy of mine learned this the hard way on his 400!) Keep in mind also if you have the stock SM hood you’re gonna need to do a bit of bodywork to the tin in the area of the steering motor to give is room. The Charlynn motor needs a little more space than an unmodified hood allows.
