o12 flooding

Trying to get my recently bought o12 running after many years sitting. Have cleaned out the fuel system including carburetor, tank and fuel pump and have had the magneto serviced. Got it running last night by pull starting it (cranking got me no where). Problem is it runs for about a minute and then stops by flooding its self (I think??) Another suspicion is the magneto not resetting ... when you turn it over with the crank it can occasionally not set and so it doesn’t trip; we found a gentle tap on the side of the mag would make it come right. The stopping of the mag might cause it to flood before the engine came to a stop? (Its hard to hear if the mag is resetting while the engine is running). Or, its in the carburetor? (I have tried blowing through the float valve with the carb off and it doesn’t leak) QUESTION... Does the pipe coming up from the fuel pump, going to the carburetor also over flow into the fuel tank or is this just a mounting bracket for the pipe??? Tell me what you think?? Thanks C Clark
