It's hard to say what's going on here. Make sure the choke is off. On my F-12 the choke is off when it is pulled out, somewhat counter-intuitive. The mag wouldn't have anything to do with the engine flooding. Also the mag impulse coupling won't trip or click when the engine is running anyway. That's only for starting. By the way, you said it doesn't always click when you crank it- be careful because that's when it could kick the crank out of your hand and break some part of you or another. The casting up under the hood by the carb is, I THINK, for priming the carb with gas on a kerosene tractor, or something. It shouldn't have anything to do with fuel return to the tank. How do you know it's flooding? Black smoke? Are the plugs wet? Will it restart? Paul
