Your tractor, like all tractors, has a differential in it. The differential allows each rear wheel to turn at a different rate when going around corners. Otherwise, the tractor would basically only go straight ahead. It would be extremely difficult to turn, if not impossible. On a differential, there are three shafts. There's the input shaft from the engine, and two output shafts. At any time, AT LEAST two of these must turn. If you stop one wheel, and turn the engine shaft, the other wheel turns. If you prevent the engine from turning, and turn one wheel, the other wheel turns backwards. It's normal operation for the differential. Now, before you really FUBAR something up, STOP. Seek local professional help. There is something seriously wrong, and if you keep jerking on that tractor, you're going to wreck it... Please, for the sake of the tractor and your own personal safety. You've probably got the cylinders pumped so full of diesel fuel that they can't turn over.
