Eric the steering valve is in the front bolster and the steering shaft must move in and out a little. So if it only can move one way it will only power steer one way. the u joint at the bolster housing has splines that is where it should move if the are rusted tight or pined because the splines are bad then the shaft clear to the steering wheel must move there is a set collar on the shaft under the hood that could be set to tight to the cast housing at the steering wheel, or the bearing at the clutch is tight.
