You should get the engine running before you make adjustments on the governor. It may not have required any adjustments. Find the fuel problem
so you can get the engine started. Hold your hand over the intake of the carb and see if you feel any suction while the engine is being cranked and if the engine starts. You'll
need a helper to do this. The first thing is to see if gas flowing to the carb. Loosen that gas line. Hal
