See that long lever to the left side of the steering column with the squeeze handle? That's the TA, the Torque Amplifier. Pull it, and the speed of the tractor should drop by about 20%. Just don't pull it going downhill, expecting it to slow the tractor down like a lower gear. It will freewheel, and if you don't have good brakes and quick feet, the TA will explode inside the tractor. I've read accounts of parts actually coming THROUGH the tractor to the outside world. If there's no handle, all bets are off. It could have come from the factory with no TA. More likely, though, is that the low speed side of the TA started to slip, so rather than spend money to fix it, a previous owner simply removed the lever.
