I had the same problem once.There was water accumulated in the steering cylinder that didn't reserculate back to the sump.Every time the temperature droped below freezing the cylinder would freeze up.This can be easilly checked by teeing a hydraulic gauge in one of the steering lines and leting it set outside over nite.If the pressure climbs to 2200 PSI when you turn the steering wheel and the front wheels don't turn you know there is a block of ice in the cylinder or steering gear.To fix you will have to remove the radiator and remove the top cover on the front bolester and remove the large nut on the steering gear and lower it out the bottom to remove the water.
