Frozen Steering on Farmall 856

I posted this on the general discussion part, but I would like more insight. The power steering on my 856 seems to "freeze" in the cold weather. I have changed the filter & there is no water in the hy-tran oil. After running for some time in will "thaw". Can the flow divider be checked without removing the MCV? What else should I look for? Any help would be greatly appreciated. Thanks in advance, PJ
