If you have the flywheel out of the tractor you can take a cold chisel and tap the ring gear evenly in the 12,3,6 and 9 o'clock positions and it will come off. Then if it is in real bad shape you can replace it. If half the gear is worn a little like you say (and as mine was) you can just turn it over, heat it so the ring expands (not cherry red) and tap it back on. This way you have a new ring gear with out the cost of one. My vote would be for not using a file..........
