The pin doesn't have a spacer, but likely has a sleeve. The sleeve probably only goes thru the axle, not the bolster. I see no evidence of anything broken in the picture, but you should easily be able to tell in person. The gap is no longer than it is on my 460U (different bolster). I can't see the arms that run from the axle back to the frame, I assume it is reinforced that way. Without them the axle would have front to back movement. Theoretically the axle should be centered in the bolster, and the arms should stop the front to rear movement. It could be where the arms attach to the frame that there is slop there, letting the axle move on the pin.
