start and run positions on 484 diesel?.

Whats the differances between the start and run positions on IH 484 diesel?. I don't know how it works, I just know it starts alot easier in the start position in cold weather, but in the summertime I go right directly to run and it starts right up very easily, whats the differances in these positions, I'm really curious as to what goes on inside the engine. Does it let more air or fuel in the cylinders for easier starts or what exactly is happening in there?.
