Fiber Belt Pullies Rebuildable ?

Does any one know if the fiber belt pullies can be rebuilt? The one on my Farmall H is deteriated from the weather of being out side from previous owner. I've looked on Ebay but decent ones are going for a good buck, shipping is costly to get it here into Alberta, Canada. If any one knows if they even can be rebuilt or of someone who does would be much appreciated.
