I don't know about a 400, but on the later tractors such as the 806, there was a check valve that would close whenever the pressure dropped in the steering system, allowing the steering to continue working. In your case, this probably broke or is stuck open. The other option is the hydraulic filter bypass, which I also don't know if your tractor has. When the filter gets clogged, it opens, allowing the fluid to bypass. I hope this helps, but, I don't know if any of it applies to your problem.
