400 Farmall Steering part II

If you read my previous post I had some questions about the setup on the steering of a 400 Farmall. The tractor has power steering and I'll be the first to admit that I'm new to red tractors, the hoses from the steering return to a tank under the dash and I'm guessing this is a pressure a valve under the hood that says Gressen or something like that on it. I installed a new bearing on the worm gear shaft. The old bearing was broken. The tractor has an American Loader on it and 6.50x16 tri-rib tires. I took the tractor for a short test run and it steers pretty good with only a slight chatter in the steering wheel when moving and steering. But, when the tractor is stopped it is impossible to steer the tires. Is this normal, am I expecting too much from the power steering.
