I would take the line off of the carb and see what is actually getting to the carb. If it seems to be flowing well, I would go into the carb again and clean every passage again. If there is nothing in there, I would move on to the governor adjustment. Lastly, I would maybe look at the ignition system. Our 2500(industrial 574) has tons of trouble with the fuel system. The owner left the gas tank half full all winter, so there was rust galore. We put a clear inline filter in so that we can see what is actually making it to the carb. The filter really gets changed alot. That is about all I can think of. Hope this helped.
