Well i guess that your pump man realy does not know that pump as well as he thinks now like i said before i am not the expert on the 8.3 cummins but with the fluttering on throttel up it sounds like plunger problems and it could be a bit out of time , now one thing that you should be aware of is that on cummins engines valve adjustment is critical this can affect power and fuel i know on the 5.9 those i know it will make a big differance. . Don't know where you are from but go talk to a Real Cummins dealer or have them look at it . If i had a book on one it would not take me long to figure it out.
