7130 RPM TROUBLE

I own a 1991 7130 magnum with mfd. I bought the tractor with 3000hrs on it. We have a dairy farm so we do a lot of pto work with it. The first thing we did was put it on our chopper. The tractor would only run about 975 on the 1000 shaft. Silage would only go half way back wagon. The engine pulls down to 960 with just the chopper running, no load. I took the pump and injectors off sent them to the pump shop. Told him troubles. He adjusted governor, checked injectors. Tractor now runs 2500 rpm's which is just 1000. The governor is really touchy now, engine flutters a little bit when you push the throttle ahead but comes out of it right a way. Still under light load the tractor will not hold rpm's. Took it to dealer put it on dyno, 210 hp at 1000. If you drive the tractor down the road it will only make 2350rpm's. The tractor is fine doing field work, set the throttle at 1900 rpm's and grab gears. This tractor also consumes lots of fuel. 11 gallon an hour running lagoon agitator. 1977 1086 uses 5 gallon an hour. Has anybody else had this problem? Does anybody have any suggestions?
