From the T/A lever follow linkage rod to the shaft that goes into T/A housing.Remove the pins from both linkage at this shaft.Shaft should turn freely by hand in one dirrection and you should be able to feel it contact T/A presser plate fingers in other dirrection.If the shaft is free and T/A doesnt work in high with linkage disconnected you have T/A clutch problem.You can remove cover on top of housing and look.If it needs replaced tractor will have to be split at front of housing.
