OK I got it to respond to the throttle not quite ideling yet around 800 RPM's However I cant get it to get above 1510RPMS I adjusted the screw on the top of the govenor to the point it fell out and still no higher RPMs gained. How do I get it to turn the RPMS up. I got the IT manual and it said that this would solve this problem??? Also at high RPM's it surges what could solve this issue.
