Presuming you have the live PTO, that lever on the bottom or the tractor is what is called a "seasonal disconnect clutch." There is a possibility that one or both of the halves are broken, but there may be other issues. First, there is a splined hub in the pressure plate on the main engine clutch. The splines could be worn out on this or on the tube that goes in this hub which drives the live PTO. There could also be internal problems in the PTO unit on the back of the tractor also.
